Introduction
The MRC Summit, convened by the four Prime Ministers of the Mekong River Commission (MRC) member countries, is the highest political forum of the MRC where outcomes of cooperation are assessed, and directions set for the following years. It is held every four years, usually in April, the month of the signing of the 1995 Mekong Agreement. The first Summit was held in 2010 in Hua Hin, hosted by Thailand; the second in Ho Chi Minh City in 2014, hosted by Vietnam; the third in Siem Reap in 2018, hosted by Cambodia, and hosted by Lao PDR, the fourth in Vientiane in 2023. Thailand will be the host of the fifth MRC Summit in 2026.
Purpose and structure of this note. The purpose of this note is to provide preliminary inputs to the design and preparation of the 5th MRC Summit. This first draft is a work in progress, it will experience changes and additions in collaboration with the MRC member countries. The note is presented in four sections, being this first introduction section and:
Section 3
Proposal for 5th MRC Summit, which provides the proposed theme, objectives, and programme overview of the Summit.
Section 4
Inputs to the Summit Declaration, which makes suggestions for inputs to the various parts of the Summit Declaration in terms of general statements in the Preamble (Section 4.1), MRC achievements since the 4th Summit and role going forward (Section 4.2), statements of recognition of the challenges and opportunities that the Mekong river basin faces now and over coming decades, including in relation to water security (Section 4.3), and statements with directions and guidance to basin development and management, as well as some initial agreements/deals (Section 4.4); and
Further drafts of this note will be supported by an annex with detailed agendas of the various Summit meetings and the International Conference.
Overview of previous Summits
The First MRC Summit of Heads of Governments “Meeting the Needs, Keeping the Balance” held on 5 April 2010 in Hua Hin (Thailand) acknowledged that accelerating the development of water and related resources would make a significant contribution to the socio-economic development of the region. The key messages in the Summit Declaration align with the trade-offs between economic development, environment protection and social development, and launch the MRC toward financial self-sustainability by 2030.
